हिन्दू नेता और मानवाधिकार कार्यकर्ता जितेंद्र खुराना ने फ़रीदाबाद, हरियाणा में प्रशासन की लापरवाही से 2 गौरक्षकों की मृत्यु होने पर राष्ट्रिय मानवाधिकार आयोग को 24 मई 2018 को शिकायत करी थी। इसी संदर्भ में माननीय राष्ट्रिय मानवाधिकार आयोग ने फरीदाबाद पुलिस कमिश्नर और म्यूनिसिपल कमिश्नर को नोटिस भेज कर कार्यवाही कर 4 सप्ताह में रिपोर्ट भेजने का निर्देश दिया है। जितेंद्र खुराना ने इस शिकायत में ये मांग करी थी कि दोनों युवाओं की मृत्यु होने पर उनके परिवारों को उचित मुआवजा दिया जाए और लापरवाह अधिकारियों के विरुद्ध कानूनी कार्यवाही करी जाए।
21 मई 2018 को जागरण में छपी रिपोर्ट के अनुसार फ़रीदाबाद में बल्लभगढ़ थाना क्षेत्र में आने वाले सीकरी गाँव में एक कुएं में एक गाय गिर गई थी और उसी को निकालने के प्रयास को दो युवा कुएं में उतर गए और कुएं की जहरीली गैस के कारण मर गए थे। ये पूरी तरह से प्रशासन की लापरवाही थी कि ऐसे कुएं खुले छोड़ रखे थे जो नागरिकों और पशुओं की जान के लिए हानिकारक थे। साथ ही प्रशासन की लापरवाही थी कि वे समय पर गाय को समय से बाहर निकालने असफल रहे और साथ ही जब दो युवा उस गाय को बाहर निकालने के लिए कुएं में उतरे तो तब तक भी उन्हे बाहर निकालने के लिए प्रशासन की ओर से कोई कार्यवाही नहीं करी गई।
मानवाधिकार कार्यकर्ता जितेंद्र खुराना ने इसी विषय पर राष्ट्रीय मानवाधिकार आयोग से ये भी प्रार्थना करी है कि वे हरियाणा सरकार को पूरे हरियाणा राज्य में ऐसे कुओं की सूची बनाकर उचित कार्यवाही करने का आदेश करें जिससे भविष्य में ऐसी कोई कार्यवाही न हो।
